A Question on Scholarships

I have an extremely bright 15-year old nephew who goes to school under a scholarship. This is a real blessing for him because his dad (my brother) simply cannot afford to pay for tuition given his income.

But there are also smart kids who come from well-to-do families who may also avail of such scholarships. In your opinion should scholarships be given to individuals based on good academic record, financial capability or both?
